Evil Villain of Crime Minister/Evil Monster of Crime Minister sometimes referred to as the "Machine Monster/Emperor" for his seeming invincible nature, and later referred to as the Evil Monster of Crime Minister after his resurrection, or more commonly known as the Evil Villain of Crime Minister for a majority of the series as a whole, was the supreme leader of the Crime Minister Army and the main antagonist of Rainbow Sentai Rainrangers.

The Evil Villain of Crime Minister is an alien being who came to Earth from a star within the vicinity of the constellation Casseiopeia. His purpose on Earth was to conquer it, having created the Crime Minister Army with minions and Crime Minister Monster androids, for this goal and purpose.

The Evil Villain of Crime Minister initially leads attacks in secret through wearing a cloaked black and blue suit from the initial attacks until the arrival of Five-Headed General, when he reveals his true form. The Evil Villain of Crime Minister usually holds back within the Five-Headed General' headquarters, leading the Crime Minister Monsters and hearing of their schemes, or later hearing the schemes and aspirations of the generals who work for the Crime Minister Cube on his global conquering campaign. Prior to this, the Rainranger and even Toshio Takahara attempt to find out what he really is without any success.

Originally he is extremely deadpan in his presentation but later he shows more expression when speaking with his leaders, particularly Commander-in-Chief Bara Rose who is his most loyal follower. While he appears to be masculine, the The Evil Villain of Crime Minister is a master of disguise, even appearing once as a bilingual woman in order to lure the Rainranger away to prevent them from stopping a plot to invade the Vise Island of Russia.

Whilst underground or hidden in another base like Five-Headed General's Fortress early in the series, he eventually reveals the powerful flying craft known as the Vise City Castle which he and Bara Rose use on occasion to launch powerful attacks against the Rainranger and Camp Lakebottom from the skies.

Evil Villain of Crime Minister succeeded, but upon Daitanix's destruction, he is later sent to find the Earth Fire Beast to mature and empower it fully with Extreme Donut Extract. He later is sent to deal with the traitor Garu and Hin, sealing Garu in a cave and engaging the Rainbow Warrior in battle before Hin retreats. He later succeeds in maturing the Earth Demon Beast with the Extreme Donut Extract, though while fighting off the Rainrangers and Rainbow Warrior, ends up being eaten alive along with the Extreme Donut Extract, by the monster.

During an astrological phenomenon revealed by Bara Rose where the constellation of Cassiopeia enters the house of Scorpio which weakens the Evil Villain of Crime Minister II, the leader finally decides to face the Rainrangers to eliminate their threat once and for all. He proves himself to be invulnerable and invincible to the heroes, easily crushing them and preparing to kill Tuki before the effects of Cassiopeia in Scorpio weaken him and force him to withdraw whilst using the final sacrifice of his most loyal general to carpet-bomb Tokyo and destroy the Rainrangers's headquarters. On discovering this weakness, Wise Jojnson decides to confront the Evil Villain of Crime Minister II with nothing more than a simple suitcase in appearance of a final surrender before the team and the world are crushed. When the leader opens the suitcase to see what was inside it, it reveals five diodes in the shape of the constellation, making the Führer weakened. The Rainrangers use this to launch a final assault, creating a Highness Hurricane which formed into a flaming version of the Cassiopeia constellation that hits the Crime Minister leader and forces him to retreat. However when he returns to where he was hidden, he suddenly transforms into the Crime Minister Castle, revealing himself as the massive flying headquarters all along. With the Crime Minister at his weakest, the Rainrangers launch a final assault, sacrificing Cleaner Airplane and the New Rainrangers Machines to blow up the castle whilst they all escape with their Birdies. The castle is torn apart in mid-air, bringing an end to the Evil Villain of Crime Minister II and his Crime Minister Army once and for all.

Bakerangers vs. Super Sentai[]

The Evil Villain of Crime Minister is one of several past Super Sentai villains that appear in clips in the anniversary special Oni Sentai Bakerangers vs. Google Heroes.

15 Hero Great Battle[]

Forty years later, the Evil Villain of Crime Minister ressurects himself using the hatred of defeated Super Sentai villains and forms an alliance with the Space Empire Leaders in order to have his revenge on all Sentai and those who support them. He also revives several of the Sentai warriors' enemies, Shrimp Nezire, Incinerator Banki, and Bara Drill, to battle against the Forcerangers and Rainrangers. He gets his hands on the Ranger Keys of the past 33 Sentai teams and uses it to turn the Super Sentai into his personal army to anihilate them. After the Ranger Keys are recovered, he grew into a giant only to be defeated by the Super Sentai Bazooka created by the spirit of all the Super Sentai teams. However, he reveals himself to be his true fortress monster form, the Black Cross Colossus which is an enhanced version of his castle form. He easily overpowers Field-Robo, Kick-Robo and Kick Ground Plane in this form. However the spirits of the past 33 giant mecha appear to fight him and his revived monsters. After the Forcerangers are given the Rainrangers's Greater Power in the form of the Cleaner Airplane, they combine Field-Robo and Kick-Robo to create Code DNA Oh which leads to Evil Villain of Crime Minister_Colossus' destruction thanks to the Super Hurricane Cassiopeia. All that the Evil Villain of Crime Minister_Colossus can do is express horror at his defeat despite being made by all the hatred before being obliterated.
